What is FACES?

Launched in February 2000, the Filipino American Coalition for Environmental Solutions is a growing movement of church, environmental, peace and justice groups, students, scientists, professionals, and other concerned citizens who are committed to seeking environmental justice for the communities affected by toxic contamination at former U.S. military bases in the Philippines.

Specifically, FACES is working towards

·        The immediate protection of public health for the communities around Clark Air Base and Subic Bay Naval Facility

·        A comprehensive investigation of the extent of contamination and the severity of health effects

·        A thorough clean up of the contaminated site

·        Medical assistance to and compensation for the toxic victims

·        A clean up process that is transparent with independent oversight and involves the affected communities and non-governmental organizations

To achieve its objectives, FACES works with its chapters across the country to raise public awareness, mobilize grassroots support, and educate United States policy makers.

Efforts in the United States to address the issue began in 1994 when the United States Working Group for Philippine Bases Clean Up (USWG) was formed to support the Philippine non-governmental grassroots organization, the People’s Task Force for Bases Clean Up. Mostly technical in makeup, the USWG provided scientific advice, reviewed documents and studies concerning the contamination problem in the former bases, and communicated their recommendations to both the United States and Philippine governments.

While the counterpart of FACES in the Philippines--the People’s Task Force for Bases Clean Up--continued to gain ground and support across the Philippines, there was a clear call for American citizens to organize and send a clear message to their own government to take responsibility for their toxic legacy.

A national office was set up in Washington, D.C. last spring to better educate policy makers on the issues and to follow legislation. The national office also serves to coordinate and support the local chapters across the country.

As concerned American citizens, FACES members call on their government to exercise environmental leadership by cleaning up the contaminated sites at its former military bases in the Philippines.
