The Honorable
Congressman's e-mail address:
United States House of Representatives
Washington, DC 20515

Dear Representative (Name of Congressman added automatically):

I am writing you out of deep concern for the environmental contamination that was left behind in the former U.S. military bases in the Philippines. The hundreds of sicknesses and deaths around Clark and Subic is a tragedy and a signal for immediate action.

As an environmental leader, the U.S. government should take responsibility for its toxic legacy at Clark and Subic bases by ensuring the immediate protection of public health, conducting a comprehensive investigation, a thorough clean-up funded by the U.S., and providing medical assistance and compensation for victims.

Environmental studies conducted by U.S. environmental firms have confirmed the presence of contaminants that are a clear threat to the lives of the surrounding communities. Can the U.S. just walk away from a mess they left behind in a friend's backyard, especially when the Philippine government does not have the capabilities or resources to deal with it?

The U.S. has a wealth of experience in clean up of closed bases within its borders.

You have our encouragement and support in pursuing legislation which addresses this environmental tragedy in the Philippines.

Write your additional message here (optional):

You may want to include the following information:

  • Serious groundwater and soil contamination at Clark and Subic is documented in reports by the U.S. General Accounting Office (GAO), World Health Organization, independent U.S. and Philippine experts, two U.S.-based environmental firms, and the Department of Defense's internal reports.
  • A health survey, conducted by the International Institute for the Concern for Public Health, in 1998 revealed high rates of health problems in communities surrounding Clark
  • Around 100 people around Clark and Subic are currently suffering from illnesses attributed to the toxic contamination in the bases. Over 100 deaths are also attributed to the same cause.
  • We are seeking for immediate protection of public health, a comprehensive investigation, a thorough clean-up funded by the U.S., medical compensation for victims, and a clean-up process that is transparent, includes independent oversight, and involves NGOs and communities

Sincerely,
